Needham's Linden Terrace public housing complex will be rebuilt into 76 homes after the project landed a share of a $278 million statewide housing package announced Thursday, Sept. 3.

Gov. Maura Healey named Linden Terrace Phase One A among 29 projects across 20 Massachusetts communities selected for the funding, which the state called the largest single housing award round in more than a decade. Healey and other officials stopped in Needham as part of a daylong tour to highlight the awards, Bisnow reported.

"This is about making sure that Massachusetts is a state where teachers, nurses, firefighters, and young people can actually afford to live," Healey said in a statement.

The statewide package includes $154.7 million in housing subsidies from the Executive Office of Housing and Livable Communities (EOHLC), along with $61.8 million in state low-income housing tax credits and roughly $61 million in federal low-income housing tax credits, Banker & Tradesman reported. According to WWLP, the tax credits are expected to generate nearly $500 million in additional equity for the developments.

Needham's specific award amount has not been disclosed.

A separate 2025 award from the Federal Home Loan Bank of Boston's Affordable Housing Program describes the same Linden Terrace project as a Rental Assistance Demonstration (RAD) conversion. That filing lists the development as 76 affordable senior rental units replacing 40 outdated public housing units with a new accessible building where seniors can age in place.

Under that filing, 50 units would serve extremely low-income households, 26 would serve households earning below 60% of area median income, and 11 would be reserved for homeless households. The sponsors listed are Affordable Housing and Services Collaborative Inc. and Peabody Housing LLC, with Citizens Bank as the lending member.

Whether those project details remain unchanged under the new state award has not been confirmed.

If all 29 projects in the statewide round are fully financed and built, they would produce 970 new homes, preserve 1,182 affordable units and redevelop 310 public housing units, according to the EOHLC. The funding was made possible by the 2024 Affordable Homes Act, which Healey signed into law.

No construction start date or completion timeline for Linden Terrace has been announced.
