Needham's Historical Commission will decide Monday, Oct. 5, whether to delay demolition of 75 High Rock Street, a circa-1843 farmhouse.

The property sold in May for $1.27 million. The public hearing is part of the commission's 7 p.m. hybrid meeting at Town Hall, 1471 Highland Ave.

The hearing is the second step in the town's Demolition Delay By-Law process for the property. The commission reviewed 75 High Rock Street for historical significance at its Aug. 31 meeting, according to that meeting's agenda. The Oct. 5 public hearing follows that review.

Under Needham's Demolition Delay By-Law (Section 2.11.5), the commission can delay demolition of historically inventoried structures for six months. The delay gives owners time to explore alternatives, but it cannot block demolition permanently. That stands in contrast to a Local Historic District, which can deny demolition outright, according to a 2024 town report.

The by-law also allows homeowners to avoid commission review entirely by remodeling a property piecemeal rather than applying for full demolition, the Needham Observer has reported.

The four-bedroom home sits on a one-acre lot and was listed at $1.45 million on March 26 before selling for $1.27 million on May 28, according to Zillow. The buyer's identity and plans for the property do not appear in available public records.

The commission will also discuss potential amendments to the Demolition Delay By-Law at the same meeting, according to the Oct. 5 agenda. The agenda does not detail what changes are under consideration.

The by-law's limits have long frustrated preservation advocates. Gloria Greis, executive director of the Needham History Center & Museum and a Historical Commission member, told the Needham Observer on June 3 that the commission has struggled to protect the town's oldest buildings. "We've lost more than we've saved," Greis said. "Being able to create a durable preservation mechanism has a lot of value."

Since 1976, 24 of Needham's 18th-century homes on the town's historic inventory have been demolished and only 96 remain, according to the 2024 town report.
